Russia's idle oil refining capacity estimated 82% up in February

Russia's offline primary oil refining capacity in February is revised up 82% from the initial plan for this month, according to calculations based on data from industry sources.
Idle primary oil refining capacity in February is seen at 3.4 MM tonnes (t), up from 2.3 MMt in January.
The idle refining capacity in February is about 68% higher on a daily basis than in January 2025, and up by 23% from the same month last year, the calculations show.
Russia's March idle primary oil refining capacity is seen at 2 MMt, but may rise to 2.6 MMt if maintenances are extended.
A rise in idle capacity means refineries consume less feedstock to produce fuel, making potentially more crude available for export.
