Dubai enlists China Sonangol to build oil refinery

DUBAI -- The Dubai government said it has signed a memorandum of understanding with China Sonangol International to build an oil refinery in the Gulf emirate to meet growing domestic demand.
The refinery's output of oil products would be enough to meet local consumption and will also allow the emirate to export to international markets, the government said in an emailed statement.
The statement didn't give the capacity or the cost of the plant.
